Guys will retire if they sit unsigned...the game does a pretty good job of keep the free agent pool from being too large these days. So, you need to have enough younger players that the AI wants to sign.
How many young players per team are you adding each year? I think you probably need to add more reserve level players.

Rain King, you are correct. I think the problem is the talent level of the active rosters is much better than the talent level on the reserve rosters.
I just going to have to manually draft players for the teams from the Free Agents myself. For some reason the AI doesn't sign them and replace the players with poor ratings on the reserve rosters.
