I don't see it mentioned but does this affect actual development in any way? Would the boost allow players to develop faster (due to increased stats).
If theres no tangible development impact then this is all just academic as the stats really don't matter in the long run.
I can see this affecting those who play stats only or have significant scouting fog of war. But as the devs said this only really impacts a very small and specific subset of players and even then the boost is small.
