If theres no tangible development impact then this is all just academic as the stats really don't matter in the long run.
I can see this affecting those who play stats only or have significant scouting fog of war. But as the devs said this only really impacts a very small and specific subset of players and even then the boost is small.

It does if you're the one promoting the player and have them locked to that level. You would see inflated stats for the player and could only conclude the player is performing at said level, only for them to really be overmatched and because of that stall or never develop at all. We would be mostly blind to this as it would likely take multiple scouting reports to discover it.
It's said the if you over promote without locking the player under strategy settings they "should" move them back down to the level they should be at. Though this only works if you have AI controlling promotion/demotion and even then would still have to wait for the AI to reorder the rosters.
You would also have to trust the AI moved them down for the right reasons because you can't trust the stats they put up. Normally if I saw the AI demote a top prospect who was putting up decent numbers I'd take control away and control it myself. You're now punished for this because stats are boosted for top prospects, leaving you with no real clue when to promote. Many say go by overall ratings, but that formula changes with every version of the game and after seeing some of the drastic changes that have happened year to year, overall isn't a setting I truly trust.
