I recently completed a pretty lengthy test of this because I kept reading threads (here and elsewhere) complaining about the combine. If you disable the combine, players will develop past average. You might not like the distributions or inconsistencies you'll see, like I didn't, but they definitely do develop (EDIT: if you're not "acting as").
Mind you, my tests were not done with an online league, but a standard MLB test league. Your online league might have some settings that could change things.
You can pretty easily run tests on your own league. It just takes a lot of time. First, as always, backup your league. Then on the draft pool screen, select report > write report to csv > open report. Your computer should then try to open it with a spreadsheet program (I use the free LibreOffice Calc). And then you can add some formulas to see the distribution you get. You can even copy sheets from one export to another and compare the changes between sims. I'll add an example to give you an idea. Don't try to read anything from the data in this one file however as it's fairly meaningless on its own. The key is to see what you get from sim to sim and year to year. I'm only sharing it to show you what you can do with the exports (and the formulas I used aren't fancy, I was just interesting in analyzing the data).
FWIW, my recommendation is to either disable the combine or to set your director to follow it. I don't think it's worth the effort controlling it yourself, but some might.
