You mention development and long-term testing, but he's referring to
scouting which was limited in the extreme by the combine. You were left with a very small pool of scouted players. Previously, your scouts would automatically begin to scout the pool, giving you a much higher pool of highly scouted players. Many contend it's somehow more realistic the new way, I don't think that argument's worth having anymore, we merely hoped it reverted by turning off the combine (it didn't before and the board stated that was a bug). It's wholly unrelated to development and should be easy to tell in one playthrough (hoping to check asap).
