We update ratings throughout the year, but it can be a bit hit or miss as to who we get to given that since there are so many guys, it's impossible to get to updates for everyone during the year.
It's mostly a matter of checking performance at a high level and looking for way over/under performing guys and also reading articles that come up on BA/Fangraphs etc. If a guy gets flagged in an article we happen to catch, they have a much better chance of getting updated. It doesn't hurt to mention someone here that we might have missed like, like you did with Misiorowski.
Everything is heavily draft focused right now, but I'll take another look at him.
EDIT: Checked him out and boosted his current ratings considerably and tweaked his potentials as well.
