250,000 PP is what you need to complete Launch Plus from a "cold start" where you don't have a lot of the cards already. It can also be accomplished with about 150,000 if pack luck is good. Done right, this gives you a competitive Low Gold team, at least for the moment, when the alternative is being super promoted to Low or High Gold with little more than the Live Series rewards in hand.
At the end of that rainbow are the five super packs, plus Variant Honus. Sure, you could pull a bunch more launch Perfects, which wouldn't be terrible since they're still selling for 40-60,000 apiece. You could also pull something like this:
