Custom Logos on new game creation

I skipped a few iterations of OOTP, from 19 to 25 ...

In settings from main screen under Expert, I have the custom data path set to
D:\SteamLibrary\steamapps\common\Out of the Park Baseball 25\data\

I've read the readme.txt in Logos. I have the following folders

\data\logos\
\data\logos\nicknames\
\data\logos\cities\

Example file name
montreal_royals_003B81_1B191E_FFFFFF_003B81_003B81 _FFFFFF_003B81_1B191E.png

Create a new fictional league
Name a team the Montreal Royals

I've stuck the png in the logos folder, stuck it in the nicknames folder (ie removed the begining of the name 'montreal_'), and stuck the file in the cities folder ... and the game still insists on using a generic created logo.

I haven't tested it, but my memory of ootp19 was if the file for the team (city_nickname), or the nickname existed in the data\logo\ folder the game would use that on league creation ... am I missing something for OOTP25?

EDIT : Game does seem to use the logos\nicknames folder for the most part, but a specific city+nickname combo not at all
