I don't have proof of a pick but I'm pretty sure I've gotten one before and I feel like if this were a wider issue more would have said so by now?
That said - as previously mentioned - because (>=1 game played) extensions disqualify you, unlike the real rule...locking down an extension early is almost always going to be more valuable than hoping you can get a PPI pick.
By time (and especially if) they do something to qualify for PPI, their asking price has probably shot up significantly.
Unless and until this gets fixed, the only situations where I see a PPI pick being worth going for in the game is if you're playing with a dirt poor team and signing even a team-friendly extension is out of play

It's a guy who may be a #90-100 prospect, rated 50 or 55, in a weak rookie class and doing just good enough to possibly win ROY that year but doesn't seem worth locking up long term.
