I used to have these same kind of questions the first year I started played PT. Whomever is putting out these cards have no interest in reality. Ratings are not based on real life stats, they are simply a product of the release date cycle. If they put a Thames card out at game release any rating would max out around 100. If its at the end of the life cycle of this version game, that exact same card would max out around 200. Its not about creating cards with accurate ratings, its just about putting out something new that generates enough interest to keep people around until the next march's release. Its quite frustrating for someone like me who wants accurate realistic ratings. But then again, this is my entertainment not my livelihood.
