would there be any unintended consequences if i were to change to turn scouting to normal instead of 100%.

Changing the scouting wouldn't have any adverse affects, as far as I'm aware. Saves with 100% scouting still store scouting data, even though they don't use it, so switching it to normal would just cause the stored scouting data to be recalculated and used.
