I keep hearing "out of hand"..............
What law has been broken here? What moral code has been breached? Have the colleges not said they want the athletes to be treated like regular students? Therefore, is there any limit to how many times a "regular" student can transfer? And if they do transfer, are there any limits put onto their participation in any program/activity that university offers other students?
We seem to forget that any restriction put on eligibility in collegiate sports, from minimum scholastic scores, to age, to previous experience, etc are restrictions the colleges put on themselves. These are not guidelines set by the courts, the Constitution or religious tenet.
So transfer rules have not gotten out of hand. They have become more closely in line w/the purported aim of the NCAA. They were a bunch of hypocritical phonies previously.
