Perhaps you could uncheck the league expansion controls in the league settings. If you're playing a historical game, that might not work, but it'sworth a try. I have never tried anything like this, so I wouldn't know.
Another thing that you could try is to create a fictional league that starts a few years before the move to Texas, fill it with historical teams and players, and see what happens. Shut off the automatic league expansion again, of course. I've been playing OOTP for 15 years, but I only started creating my own games last year. If it doesn't work out for some reason, I delete that game (or simply set it aside) and try again. Good luck.
