There will be 7 new international tournaments introduced over the next two years prior to the next WBC.

The 7 new tournaments:

Great American Conference - gac. A international tournament to determine the best baseball nation in the Americas. The top 10 teams placing teams in the tournament go to the WBC.
Africa-Asia-Europe Conference - AAEC. A international tournament to determine the best baseball nation in the Eastern Hemisphere. The top 9 teams placing teams in the tournament go to the WBC.
North America Cup - NAC. A international tournament to determine the best baseball nation in North America. The winner goes to the WBC and the top 16 teams go to the gac.
South America Cup - SAC. A international tournament to determine the best baseball nation in South America. The winner goes to the WBC and the top 8 teams go to the gac.
Africa Cup - AFR. A international tournament to determine the best baseball nation in Africa The winner goes to the WBC and the top 8 teams go to the AAEC.
Asia CUP - ASIA. A international tournament to determine the best baseball nation in Asia The winner goes to the WBC and the top 16 teams go to the AAEC.
THE Euro - Euro. A international tournament to determine the best baseball nation in Europe The winner goes to the WBC and the top 12 teams go to the AAEC.

The WBC will now be a 25 team tournament. The nations will be decided by:

1 Slot: Defending WBC Champion (India)
5 Slots: Regional Cup Winners (NAC, SAC, AFR, ASIA, Euro)
10 Slots: Top 10 finishers from the gac
9 Slots: Top 9 finishers from the AAEC

If a nation qualifies through multiple paths (e.g., winning the Asia Cup and finishing Top 9 in the AAEC), the vacant spot is awarded based on the previous WBC standings. For 2015, any extra slots go to the highest-placing teams from 2012 that haven't already qualified.
