Game keeps changing my roster while I am the manager

The AI keeps changing my roster which doesn't allow me to set my roster to start the season.

1. I am in "Commissioner mode." I control the team.
2. I have control of all the "Team Control Settings."
3. Under League Settings, I have "Set all teams to not allow AI roster changes."
4. The AI has the ability to control all, non-human team, but my team is managed by myself so it shouldn't be changing my rosters.

I do it over and over again and as soon as I start the season, my active roster changes, which alters all the work I did to set my rotation, bullpen, staring lineups vs L and R, and my depth charts. I can't even get the season started.

Is this a bug? What am I doing wrong? Any help would be appreciated. I am able to play the game in a historical simulation, right now doing the 96' World Series between the Braves and Yankees. I started this season with the Dodgers vs Diamondbacks. The problem is happening with my own created rosters in a regular game. I didn't create a new league, I just started a new game, edited the rosters of each team based on players from 1980-present. I have an active roster, 40-man roster and minor league affiliate for each team.

I just finished the first game of the season. I even used the lock player strategy so that the AI cannot promote/demote a player and after I finished the game and went to start day 2, the entire roster was messed up again with players (who were locked, I did it with all, active roster players). Players were moved up and down from the active to 40-day and vice versa. I am not using the build a team/general manager/franchise mode. I am only trying to simulate games for an entire season. This is a real issue because I cannot keep going back and changing my roster every time I want to play the next game.
