Check the salaries of the relievers offered. The AI has mastered the art of dumping salaries, particularly long-term contracts. Doesn't mean the guy isn't good, but rather rebuilding teams can't afford such luxuries. Nor can you, unless you are both wealthy and successful.

Also, where is your trade difficulty setting? My understanding is that moving the slider to Easy will yield lots of generous offers when you shop a player.
