Others have suggested that a good pitching coach would be more useful in the minor leagues, working with younger guys, maybe teaching them a new pitch. If you have a minor league system full of pitchers with unrealized potential, I would find the best pitching coach for that team - AA or high-A maybe.
The changes I have seen took time, like more than a single season. So, patience.
One thing I have not tested, but curious, is how a top pitching coach would combine with the development lab. In theory, a good pitching coach should be more successful at teaching a new pitch, and the other development options for pitchers. But I don't know if development is wired that way.
