Missing Free Agents

I searched the forum and can't find this one. In the off-season, you can see the available free agents list. Then after a few days, the list is blank although other teams continue to sign players after the fact (that I know were on the original list). Now I did use my scout to scout Puerto Rico the same day I saw the list. When I clicked on the scout, the PR players deisappeared. Then I continued a day, and I can't see any players on the FA list (not sure if related). Luckily I can search a player I remembered was an FA and attempt to sign, but why does the list disappear? Anyone else run into this?
