Only 42 USA Players

Only 42 of the 6156 players in my draft pool are from the USA. I started the draft over after 12 rounds and released all the players that had been drafted so far. My foreign player percentage in league setup is 18. Any Ideas?

First thing that comes to mind is that the league isn't a USA league, it's from anther country. Under the Game setup, go to League Setup and then Structure. Make sure that the League Nation is set to the United States.

Is this league a sub-league or feeder league? If so, there's a problem with the foreigner percentage taking the percentage of the parent league. It's been TTed.
