Payroll Calculation Questions

I am trying to make a trade, and as you can see in the screenshots attached, all of these teams have plenty of both payroll and cap space, but when making a trade the GM says they can't take on that much payroll.

Is this an error, or is there something I don't understand about payroll calculation?

Or is this like when my Dad tries to pressure me to buy stuff I don't need and I say "I can't afford it right now" to get him off my back? The GM is trying to find a way to tell me he doesn't want to do the deal?

This is an area of the game that gets questioned every year - I still don't understand it, would be great for it to be cleared up or at least more clear in these instances about what is really going on.

Sounds like it may be mismatching either the displayed cap/budget values, or the one that's checked to produce that response. We'll have a look at it.
