How to I scout a nation

Despite what the manual says, I am given no screen or option to scout a nation.

I'm playing a historical league with all of the default settings. I am not in commissioner mode. I am a human general manager.

I have all of the typical minors attached to the parent major leagues.

When I explore the world from my manager menu and select any individual nation, I do not have an option in the lower right corner to scout the nation (despite what the screen photo shows in the manual).

It doesn't matter whether a nation has a league, a team, players or none of the above -- no such option exists.

What am I missing? Or is this a confirmed bug that will be fixed in the patch?

I've been having the same problem, and it's going to be addressed in a patch. I'll find the other thread and post a link to it for you.

Not sure...

Let's try this:

1. Start a new game, 1 fictional league only.
2. Keep Joe Unknown, and just assign him to one team, not commish
3. Go to a country other than us in Explore World

Can you confirm whether or not the Scout Nation action menu shows up in this case?

The same thing happened with me in a historical league. When I started a fictional league just to test out Battist's advice it worked fine. It may be a problem specific to historical leagues.
