Financials Wackiness... Is it a Bug?

I'm getting revenue sharing line items even though revenue sharing is turned off. Moreover, the amount of the revenue sharing seems rather random. I thought it was supposed to be cash in excess of maximum... but that's not what's happening. I have a team which last year saw a cash balance of -5M getting hit with a revenue sharing fee of -12M this year; how can they be in excess of the $25M cap if they're in the red?

I think this could be a bug. I logged this as TT # 2194.

Could the calculation of revenue sharing be looked at too? In leagues I ran with revenue sharing turned on, the calculation felt a little weird. i.e. making a revenue sharing payment when having negative cash in both the current and previous year.
