Comp picks not getting assigned

In my league that i converted from v2006, i had comp picks for lost FA's. I've played about 3 seasons so far in v2007 & no team has received those picks. Does anyone else have this problem? Anyone have fixes for this? The option is clicked and grayed out on the game setup screen (first place i checked).
