Arbitration Setting

Have an historical league that I started at 1901 and simmed all of games up until 1960. The free agency and arbitration settings were turned off. I went to turn on the arbitration setting on February 1961, but it will only let me choose 1 year. Would like to set it to a higher number like 3.

Is there a reason I cannot choose a higher number? What must I do get this right?
