Coaches in a non-coaching league..

I am in a very good online league, but have come across something unusual that I am hoping for clarification.
I'm not sure if this is the best place to post this question, but I am looking for a more technical answer rather than just opinions.
I know that coaches do exist in league databases, even though coaches are not used. This league does not use coaches, but in the league news there are reports of coaches being hired by the commishes team (and only the commishes team).
These coaches are 100 out of 100 in rating in every category.
I have seen "false news" before, including coaches retiring, but never of coaches being hired.
I supose my questions are...
a) Is this something that could just 'happen', whether it is a false news story or something the game did on it's own?
b) Could these coaches actually have an effect on his team? even though coaching is off?

The commish, who I've had no reason before this to suspect of any wrong doing, always has one of the best teams (but 90% of commishes do anyways just because of the in-depth knowledge of their league)
I really don't want to post this question in the league forum, as I am hoping everything is legit and I do not want to drum up controvercy, but it really seems wierd to me.
Is there reason to be concerned?

I don't think that your commish is doing anything wrong. The coaches do exist in the database, but they shouldn't affect development or play.

However, the commish is clearly playing around and testing something. It wouldn't generate news reports if he wasn't. Maybe you could ask him about it privately without causing a stir throughout your league?

One thing that coaches do is allow you to set your lineups. If you don't have a hidden manager or bench coach on your roster, you may not be able to ask the AI to set up your depth charts, lineups, or pitching staff.
