CCBL Needs 2 for 1938

With the Cincinnati Reds taking the 1937 crown today we find ourselves with 2 teams awaiting new management to start the post season. The available teams are

St Louis Cardinals: last in division at 72-82 (but that will mean excellent draft picks!) despite efforts of Jim Bottomley .332 and due largely to injury to best players.

San Francisco Giants: 85-69 2nd in division, led by Hank Greenberg and Buck Rogers with an outstanding young player in Cecil Travis

St Louis taken and Giants taken over by Cleveland GM so one vacancy left and now it's Cleveland!

What database are you guys using? Also, what rules are you using? Is the reserve clause active? Free agency?
