Influencing arbitration

If I understand the iOOTP 2011 manual, we have three choices with a player who is eligible for arbitration:

1. Agree with him on an extension before arbitration.
2. Release him.
3. Wait for arbitration to happen.

Is it true that offering an extension (one that is declined by the player) has no effect on the arbitrator's decision? IIRC from years ago, arbitrators in real life choose the more reasonable of two amounts, one offered by the team and one asked for by the player.

I'm not asking that iOOTP be changed, I just want to make sure that I understand the process correctly.
