International Scouting Budget
Does it only affect the quality of prospects randomly discovered or does it also make your ratings of international free agents and international established free agents more accurate? Also, how do you tell your scout to search for free agents from independent leagues or is that just automatic/random? It looks like the option for searching for different countries is removed, so does that mean they will search all countries automatically?

It affects quality and accuracy, but not quantity from what my tests have shown.

It affects quality and accuracy of international discoveries, international free agents, and international established free agents? Or just international discoveries?

ok I mainly just want to know if it affects the accuracy of ratings for international free agents in the free agent pool. Or if it is just about those randomly discovered international free agents.
