Matching real world spending

I want my historical league (2000-future) to try to be able to have the teams match their real world spending, year to year, as best as possible.

If I just manually set each team's budget, at the start of the offseason, to match their real world next season Opening Day payroll, would that successfully achieve this? Or, would the OOTP factors such as owner's spending ratings lead to them not doing what I want?

For example, let's say that a team's 2003 Opening Day payroll was $100 million. Right after the 2002 World Series, I would set their budget to $100 million. Would they be likely to spend $100 million, based solely on that budget, regardless of their owner's spending, their market size, revenues, etc. Or, would all of those factors, combine with their budget to determine how much they really end up spending?

I have never tried this and I cannot remember reading about anyone doing it. Here are my first few thought.

I think you will need to manage the cash teams have. I would turn off scouting, draft bonus and coaches only for the sake of simplicity.

Off the top of my head I do not know when media revenue and merchandising is added to the teams income but you will ned to know these numbers. You can control them. So either set the media revenues to $0 or the lowest team budget. This will make it easier to figure how much cash to add to the team to make budget.
I think you are going to have to run some tests and tweak financials from year to year.
