Multi League affiliation and international free agency

Just a couple things I'd like to see.

I like international leagues but I always have to be weary and leave "Let free agent leave league" off for my main MLB league to avoid stars leaving for ***. Any chance we can have an option to set so anyone rated higher than 2.0 stars by OSA at free agency won't leave your league for example. Or anyone under 3.0 stars wouldn't leave *** to join the MLB.

Any chance at all of say a winter league being used by two leagues (say both MLB and *** can affiliate teams)?
