Major League - AAA - College Feeder Setup

Was thinking about doing a league setup that consists of a Major League with only AAA level affiliated minors and a college feeder league. This would mean all players would be drafted at 21 and go into the AAA level.

Has anyone tried a setup like this? Wondering how practical it would be as far as player development.

All players entering at 21 would result in a lack of under-30 free agents. I'd use a HS feeder as well.
