All Star games for leagues

I might be the only one that would like this but here goes. They way I play is probably different than most. I have a Major League, AAA, AA, two single A's, NCAA (set up as real as possible) and high school leagues (one for each state). I would like to do a summer show case type of tournament where the best high school players from, say Illinois play again the best from California then the winner goes on to play the winner of another game of the best players from two other states. I would run the tournament myself just. I would just like the ability to create all-star teams by league. I would also like to be able to do the same for NCAA baseball as well. Big Ten vs PAC 12 etc.
