Is there an option to increase or decrease the speed of the play-by-play using the windows narrator? Thank You

Do you mean you want the Narrator to read faster or slower? I think you'd have to go into the Windows settings.

Yes. Just go to "Options," while in gameplay and you can adjust the narration speed.
