scouts at 100%
If I set scouts at 100%, will I see actual ratings? Or, will it still somehow depend on the skill and tendencies of the scout?

You will see actual ratings. i use 100% in my EBL vs MLB league so i know if my custom players are rated properly. Some player will be subject to bad years of course.
