Questions about the draft, feeder leagues

Hey all. I'm a bit confused about feeder leagues and the draft.

My first question, If I have a 30 round draft but I chose to create players for 40 rounds, am I creating more MLB potential prospects than if I chose 31 created rounds? I'd prefer to have several rounds of players undrafted to fill out some independent leagues. But I don't want to over saturate the MLB with good players.

Is there anyway to lower the quality of a filler league? I want to create my HS division but I don't want all the players getting drafted. I think only 1 or 2 from the league should get drafted.

lastly, is there anyway to keep an independent league from signing old mlb players? I would like said league to be a very low quality weekend baseball league in my hometown. Even if I turn off financials, I get former mlb players in it.
