Filling Rosters

So, I just did an expansion draft with a team I want to use, and I just wanted to know: if I didn't get enough players to fill my minor league system, will the AI do it automatically, or do I have to use the Fill Rosters utility available in the League Settings (but, if I do that, will it do it to all the other teams, thus getting rid of all the real players?)

I just enable ghost players in minors for the first few seasons to build up my roster. Plus, you can sign minor league free agents to fill the positions.

Either enable ghost players or fill the rosters. Either one works.

Where are those options? If it helps, I'm doing this via Standard League.
