Extra draft picks for higher leagues

I've got a universe with two sub-leagues: a top division and a lower division, with the bottom 3 in Division 1 being relegated in favour of the top 3 in Division 2 every year. The two sub-leagues use the same draft, however, and I'm looking for a way to give Division 1 an advantage. Can the draft be rigged so that the teams in Division 1 get more draft picks than the teams in Division 2?

I think

you could go in commissioner mode and assign draft picks however you want, which would solve your problem but might be more labor-intensive than you like.

Also, you're saying you have "a universe with two subleagues", but I think you mean you have a single league with two subleagues, one of which you assume to be the higher league. In other words, in OOTP terms the default MLB setup is a single league with two subleagues of three divisions each.

Had you set up the two leagues as separate leagues entirely, you could associate them and let them share a draft pool... but I think you'd still have to manually re-assign the draft picks as you like.

Sorry if I'm misunderstanding something.

You can give them more draft picks by manual changing the draft orders in commissioner mode. Can add more rounds but you can also just take the lower divisions picks away in the higher rounds and replace them with other teams from your higher one. Adding more rounds will add rounds for every team.

You might want to play around with it. A good idea might be to give your higher division the first picks in each round and then having the lower division pick later. They way they can still get some good players.

Or (this is what I did for a while in an association with 2 leagues) The entire first round was my higher league with each team getting to pick twice. Then the lower league picked last in the second round also. So basically every team in my higher league got three picks before the lower league got any. In the 3rd round and later I left the draft order sorted by league record.
