In what year can players first be suspended?

What is the earliest year in which players can be suspended for in-game incidents and for drugs?

I had a player get suspended for drugs in either 1903 or 1902. I guess amphetamines were in existence by that time LOL

You can always Edit the Suspension length if you are running the league in Commissioner Mode.
