Scheduling the All Star Game

Why am I unable to schedule an All-Star game in some leagues. I am going through the options before the season begins and some leagues such as the AAA International league and the Korean League will not allow me to hold an All Star game?

You need either 2 subleagues, or an even number of divisions. The IL has 3 divisions, so we don't have a way in-game to pick AS teams from those configurations.
