Scouting all over the place?

Does anyone feel that scouting is really inconsistent? I'll have huge deviations with a good scout and the OSA. I'll have player who is 4/4.5 Stars, have a few great years, then drops down to 2 stars out of nowhere while still performing the same

I understand prospect volatility but even then it's just all over the place. I had a 5 star potential catcher for years, OSA viewed him just as much. Yet he only made the bottom end of top 100 his last year in the minors yet in his rookie year finished top 3 in MVP voting.

How good is your scout? How much are you putting into the scouting budget?

OVR/POT is also highly dependent on your AI evaluation settings, and other settings in the game.

My scout has excellent/good across the board and scouting is maxed out

What are your AI Eval settings? And more importantly, do you have "Overall ratings based on AI evaluation, not pure ratings" checked off?

I'm interested in this as well. In a draft right now, my scout and OSA vary quite a bit. Who do I trust? I have "ratings based on AI eval" checked. All player ratings are relavtive to MLB. My scouting accuracy is set to Normal.

My scout is Good at major leagues, good at minor leagues, excellent international scouting and excellent amateurs with "favor ability for his preference.

My confusion lies in my 2nd round pick. He's recommending I take a college SP. However, he's rated this guy as a Potential 20. Meanwhile, OSA loves him and rates him as a 76. So he's telling me to take the guy he reported to me was a 20 (on 20-80 scale).

Are there any other SP that he rates higher still available? What does this SP's individual ratings look like?

Note that Favor ability emphasis skill while Favor Tools emphasis potential.

Again, on 20-80 scale:

Stuff: 40/55
Movement: 45/50
Control: 30/50
Fastball: 50/60
Curveball: 40/65
Change: 35/50
Stamina: 55
Hold: 60

So are you saying my scout is more impressed on what a player can do for me now rather than a player's potential?

Also, no other SP rate higher, they just rate similarly (in terms of potential).
