When to contract?

My league is up to 34 teams, but that's more than I want. I didn't pay enough attention to league evolution, but that's neither here nor there.

I have four teams targeted for contraction and I'd like to contract two of them. One's a no-brainer, as they just went through their fifth straight year or reduced attendance and barely broke 1 million this past season (162 games).

So when's the best time to contract during the off-season?

A good time to it is the day free agents file. Do it before and the players cut loose will be targeted by teams as free agents. I prefer to give the teams the full picture of the free agent market at the same time.
