Extending Staff Contracts

I just began playing one of my older games after importing it into ootp16. I am extending contracts for staff members and was surprised to see that some are asking for less $ than they currently make, Has anyone else seen this?

For now, I'm going to offer them 10% raises rather than the pay cuts they requested.

It probably has to do with new financials and perhaps the quality of the coaches now.
