Help with settings for a salary cap/all equal revenue league

Though I've been playing OOTP for a long time I've never really gotten into setting up my own league much but am finally trying it out.

What I am trying to do is have a 10 team league (with two levels of minors) and have a $10,000,000 salary cap. I also want each teams revenue to be exactly $10,000,000 each year and no cash be allowed to be carried over. I'm trying to put everyone on an even level financially. I don't have coaches on in the league, so payroll should be my only expense I've been simming out a number of years trying to get things to work how I want, but keep running into a few issues.

1. When the league turnovers (off-season begins) All my teams budgets move to 10,100,000 for some reason. The salary cap remains at 10,000,000. They also all appear to have cash on hand at that point, so I have been going in God mode and dropping their budget to 10,000,000 and removing the cash. Its not a huge deal to do this as its only 10 team league, but I'm not sure why it is happening.

2. Every year, without fail, 1 more team ends up with a payroll over 10,000,000 at the start of the season. It never that far over, but it is sometimes over 10,100,000 (so I don't think it is just the budget issue causing it) This is the one that I really want to get fixed.

I've added screenshots of pertinent information, if any one wants/needs to see any other screens let me know.

I'm hoping it is just something silly I am missing.

They are exceeding the salary cap because of arbitration. That is one time OOTP's hard cap will allow a team to exceed the cap.

The extra cash in each team's budget sounds to me as if it is "cash from owner." Since each team would have similar market size and such (I'm going to guess you started this as an inaugural draft) -- the cash from owner would probably be close to the same amount each season, and sounds like a plausible explanation.

That's actually a much better hard-cap setup than most of the ones I've seen attempted on here, so congratulations on that!

Oh, and one other small suggestion. Since you want no cash at all to be able to be carried over, set your "Cash Maximum" to $1 instead of $0, as $0 in that value will allow essentially unlimited cash to be carried over yearly, up to OOTP's limit of $2.17B (at least up until OOTP15 that was the maximum and I don't have any reason to believe the devs have changed that in the financials.)

Thank for the help! I figured it was probably arbitration caused as well, but one of those teams was below 10,000,000 at the beginning of spring training, then I simmed through spring and they were above it before opening day. I don't have screen shot from before spring training though, ill sim another season and try and see if it helps.

Thanks for the compliment on the salary setup, I tried a bunch of different ways, this seemed to work best, just a few more things to sort out.

You were probably typing your reply when I mentioned the cash maximum, that will be of a big help to you because whatever cash your teams have left at the end of a season, from whatever reason they are throwing cash in, will be reduced to $1 before entering the next season.

If you have any other questions, let me know. I used to make more leagues than I used to play! LOL

I've done some really crazy stuff with the financials so glad to help, hope it gets you to what you're looking for, but you're damned close as it was. That should be a really fun league and if you wanted to do more teams you shouldn't have any problem making a new league with more teams under that exact premise.
