AI Fills Rosters, No AI Changes Allowed?

I have a VERY custom league in which not all teams have 25 players (yet anyway). I clicked "Prevent AI from making roster changes" and "Human controls all teams," but as soon as I start to sim, all the teams are filled with active and reserve players. I cleaned up the teams, ran a sim, and same thing. In transactions, the game shows the teams signed on various real and fictional players.

How do I prevent the game from doing this? Is it even possible?

Real players, or Jim Unknown ghosts?

It fills with real players and fictional players. Basically, any of the players not currently taken that exist in my game.
