Can't hire available personnel

A while back, I posted about wanting to start a league 'from scratch' . Basically starting a league with everyone as free agents.

The advice I was given was essentially start a 'dummy league' play out a season, then release everyone.

So I did that and now it seems I can't sign personnel even though they show as free agents. Rather than having the option to sign them, the available option is to fire them. Under the contract status it shows no $0 and 0 years.

I've said it before and I'll say it again (ok maybe I'll actually type it) I can be a dumb arse. I helps if your using the game as the established GM in order to make changes.
