Where is Foreign Pitcher Limit?

Hi guys,

I created a fictional league based on the Japanese League with fictional players. I set the Foreign Players on Active Roster Limit to No Limit, but I get a message saying that the Limit on Foreign Pitchers has already been reached when trying to promote one of my minor leaguers. Is there a separate setting somewhere that I can't find?

This may seem strange, but here's how to fix.
1. Set a limit (number doesn't matter)
2. The drop-down menus for "Foreign batter limit" and "Foreign pitcher limit" should appear. Set each to No Limit.
3. Re-set the foreign player limit to no limit.

The game apparently prioritizes the "Foreign batter/pitcher" limits over the overall limit. This should fix it.
