Issues with Owner Goals
I've come across two issues that I see with owner goals.
1) When I get the goal to sign a player to an extension and do not sign him during the season, one of the new goals the next offseason remains to sign that player. As an example, for the 2018 season, my owner wanted me to resign McCutchen. I did not have enough money in my budget so I let him become a free agent at the end of the 2018 season. My goal for the 2019 season is to sign McCutchen to an extension. If the thought is the owner still wants me to sign him during free agency then the goal should say to sign free agent and not say extend your player. 2) My owner is a tightwad and constantly takes money from me every offseason. I got a long-term goal in 2018 to increase my profit and have a final balance of $45 million. My team made a profit of $10.7 million in year one but the owner took close to $8.6 million. How am I ever going to get to a final balance of $45 million if he keeps taking money? Is the money he's taking being factored into the goal?

Owner goals need to be more realistic for whether player X can reasonably be extended.

In my experience, owners of professional sports franchises are often eccentric billionaires who would not be described as rational or measured in their expectations and goal setting.
They can also be prone to developing sentimental attachments to star players that result in crippling long term extensions... |

if you win, they do not care about any of the other bells and whistles

the first isnt technically wrong. I had this before but its because I had not resigned the guy by the end of the season, when the new goals are set, but there is still a month or so until free agency starts. So from your owners perspective he wants you to resign the guy in the remaining time thats left.
