What does Pcnt mean next to SP's?

What is this box for (circled in red) in the Starting Pitcher list?

What the max pitch out for each starter is. If you set it to 100 they'll be pulled around 100 pitches. 0 is no limit. Pitcher will be pulled based on manager settings/fatigue etc.

Whilst on this topic why do you often see closers and relievers with higher stamina ratings than starters?

I noticed that but took that to mean that the relievers can pitch 2 or 3 days in a row without rest depending on number of pitches as we have noticed that on occasion relievers pitch 3 days in a row

The number of quality pitches is more important than the number of innings or throws a pitcher can make. A lot (most?) of ML RPs were SPs in HS, college and/or MiLB. It makes sense the can go deep in a pitch count. They lack the quality 3rd-6th pitch that will make hem a SP.

^this. Stamina is rarely the deciding factor between a starter and a reliever. Most relievers were starters at one point that failed. A reliever only needs one or two quality pitches because they will only see the lineup once. Reversely, a starter needs 3 or more quality pitches to keep hitters off balance when they face the lineup 3 or more times.
