Expansion Ideas

I have a fictional game going, USBL, that has been around since 1900. I simmed from 1900 to 2014 and expanded from 16 to 24 teams along the way. I plan on eventually getting to 30 teams. My question is where should I expand to prior to 2015 season. Below is the current set-up...

Austin or San Antonio... Or both.

Some open cities that can probably support a team IRL or do have a major league baseball team (you can obviously put a team anywhere in OOTP and have them survive) include:
Kansas City
Montreal
Toronto/Buffalo area team
Phoenix
Miami/St. Petersburg/Florida team
Charlotte
Norfolk
Third NY team/New Jersey suburbs team
San Antonio/Austin/Third Texas Team

Definitely Vancouver/Montreal/Toronto/Halifax.
