Ratings Relative to MLB

I am running on the current build. I have the box checked to have all ratings relative to MLB. Randomly, the league is getting changed after my sim stops and I check on my players. It doesn't happen all of the time, but consistently enough to be a problem. I sim up to a month at a time or up until significant events.

Also, this is affecting the development reports that I receive monthly from my scout. It will state that a player increases his potential to a certain number and when I look at the player, that is not true.
